The Bolton Council environmental monitoring team identified the driver of the taxi, which is licensed by Salford City Council, based on DVLA records.

Then the man was issued a PCN (penalty fee notice) at his home in Bolton, under the law which means that the registered owner of a car can be held responsible for any rubbish thrown from his vehicle.

It is the first fine to be imposed in the city under the new legislation, which means that the registered owner of a car can be held responsible for any rubbish thrown from their vehicle

Bolton Council Vice-Chair Cllr Hilary Fairclough said: “Littering is totally unacceptable. Unfortunately, there is a minority of people who commit these thoughtless acts.

“We will not hesitate to take action against anyone caught dropping trash in our district.

“The message is clear: if you drop trash from a car or otherwise, expect a fine.
