A road toll pay-per-mile system needs to be in place by the end of the decade, as switching to electric cars could leave a £ 40 billion hole in public finances each year, MPs said.
Research to be presented today to the bipartisan transport committee found that charges based on emissions, vehicle weight and traffic level should replace road taxes by 2030.
Drivers should be encouraged to opt for the system from 2023 in order to avoid a “big bang” switch at the end of the decade, which could be politically difficult to implement.
The report from Greener Transport Solutions, a nonprofit group overseen by scientists, said that some form of road toll will be “essential” as the country shifts towards electric vehicles.
