There have been reports of heavy traffic in Barnstaple town center following a collision between a car and a woman in the 1980s.
The injured man was taken to hospital with non-life changing injuries, police said.
Traffic monitoring service Inrix said Tuly Street was partially blocked due to the incident with a pedestrian on North Walk near the city’s High Street and across from Brunswick Wharf.
The police arrived at the scene at around 2:25 p.m.
The Devon and Cornwall Police were asked for more information.
