An appeal by a homeowner to turn their front yard into a driveway has been turned down by the government because of the loss of a single permit area.
The applicant presented plans to Norwich City Council in December 2020 to create a sunken curb for the park access on Hall Road.
It was then that Norfolk County Council recommended that it be rejected.
Hall Road has been classified as extremely congested by the Highways Authority Norfolk County Council, and without the car being able to turn while it is in motion, reversing would be dangerous for other road users

It was said that creating a drive would result in the loss of permit space available to other residents, and that since the road was very busy, reversing would undermine public safety.
Norwich City Council agreed, and on June 15 the Government Planning Inspectorate backed the decision to reject the motion.

The regulator said: “Given the parking pressure in the area, even the loss of a car parking space currently available to all license holders would impair the functionality of the CPZ and undermine the rationale for its implementation.”
He added that even if the driver “sniffed cautiously out of the room” it could lead to conflicts between other highway users, pedestrians and the applicant himself.
